2022 Resilient Australia Awards

Congratulations to the Wooroloo Recovery initiatives and program that took out three out of four winning places at this year’s Resilient Australia Awards. These outstanding initiatives have contributed to building resilience in the community and will support future recovery efforts throughout Western Australia (WA) and across Australia.

The Awards recognise work across Australia that helps make our communities safer, stronger, and better prepared to manage any emergency situation.

The Gidgegannup Men's Shed, created following the Wooroloo bushfire, won the Community Award.

The collaborative project between DFES and the Department of Water and Environmental Regulation – Wooroloo Bushfire Coordinated Residential Clean-up Program, won the Government Award*.

Shire of Mundaring, City of Swan, Department of Communities and the Australian Red Cross - WA for their image exhibition 'Wooroloo Bushfire 2021 – 12 Months On' won the Local Government Award*.

Congratulations also to the final award winner:

Andrew Haselden from the Kalamunda Volunteer Bush Fire Brigade won the Resilient Australia Photography Award for his image ‘Autumn Burning – A Return to Normality’.

A snapshot of the coordinated residential clean up program. Key achievements include: 135 properties cleared and completion certificates issued. Over 70% of all waste recycled. 8,892m2 rubble recycled. 1,133t Metal recycled. 3,227t General waste. 3,288t Asbestos Waste. 189t Other hazardous waste. Overall there was a high degree of satisfaction with the program and praise for the personnel involved. 92% agreed or strongly agreed that it met their individual needs. 97% agreed or strongly agreed that it met their expectations. 94% were satisfied or very satisfied overall with it. All forms of communication were rated as effective by most, signifying that diverse communication methods were essential and effective.

Recovery continues from the Wooroloo Bushfire

Nearly two years on, recovery continues from the Wooroloo Bushfire that burnt more than 10,000 hectares and caused extensive damage to properties within the City of Swan and Shire of Mundaring. With the clean-up of damaged and destroyed properties complete, community recovery continues to rebuild social connections and individual wellbeing.

On behalf of the State Government, the Department of Fire and Emergency Services continues to work alongside the City of Swan, Shire of Mundaring, Department of Communities and Australian Red Cross to support communities to recover and rebuild. Recovery is a long road, and everyone is on their own journey.

Community and Recreational Asset Restoration Program

Funding is being provided to the City of Swan to assist with the clean-up and repair of community and recreational assets damaged by the Wooroloo bushfire e.g. walking trails, footpaths, picnic furniture and toilets. The majority of works are now complete, and all impacted public reserves have re-opened to the public.

Community Recovery and Outreach Program

The State Government continues to work closely with the City of Swan and Shire of Mundaring to deliver the Community Recovery and Outreach Program, providing coordinated and targeted support to individuals and families directly affected by the bushfire.  

This program, jointly funded through the Commonwealth-State Disaster Recovery Funding Arrangements, is ongoing and supports impacted community members to navigate and access relief and recovery support. With collaboration from the Department of Communities, City of Swan, Shire of Mundaring and Australian Red Cross, dedicated resources are available to assist people impacted by the bushfire to access financial assistance, emergency housing, emotional support services and more.    

These services include:

  • facilitating access to specialist social, emotional and psychological services  
  • supporting the running of the Bushfire Recovery Centre and Wooroloo Connect to ensure a coordinated service delivery
  • providing funding for community-driven recovery projects and events  
  • providing advice about impacts and needs across the social, built, economic and environmental recovery domains
  • boosting existing local government resources to ensure that residents receive the necessary support needed to recover from the bushfire.

The State Recovery Plan for the Wooroloo bushfire has been developed to provide a high-level overview of the economic, environmental and social impact of the devastating bushfire, as well as a State-level framework to support the local governments and the community in their recovery journey.

State Recovery Coordination

The State Recovery Coordination Group (SRCG)

The State Recovery Coordination Group (SRCG) is coordinating State Government efforts to assist residents impacted by the Wooroloo bushfire. The SRCG and the Department of Fire and Emergency Services’ State Recovery Coordinator Paul Carr ensure State Government, local government and not-for-profit organisations are working together to provide targeted, meaningful, community led recovery initiatives.

During his term as the State Recovery Controller, Dr Ron Edwards oversaw State recovery efforts from 5 February to 15 October 2021.

State Recovery Operations Team

A State Recovery Operations team has been established to support the City of Swan and Shire of Mundaring and the community in their recovery. This team engages with other State agencies, local governments and other groups to identify and respond to recovery impacts, administrate delivery of recovery programs jointly funded through the Commonwealth-State Disaster Recovery Funding Arrangements and coordinates strategic communications across the recovery effort.

Wooroloo Bushfire Inquiry

On 13 August 2021 the State Government announced an independent review into the Wooroloo Bushfire. Submissions were open from 20 August 2021 to 8 October 2021 and have now closed.  The review was released in March 2022.  Read the independent review into the Wooroloo Bushfire.

Funding to boost ongoing local recovery

Two funding streams have been announced by the State Government to assist eligible local governments with long term recovery of their communities: Local Government Resilience Fund and Community Benefit Fund.

  • Local Government Resilience Fund – will enable 16 cyclone-affected local governments to access funding to increase community resilience.
  • Community Benefit Fund – will enable five of the most cyclone-affected local governments to access funding for recovery related programs and activities.

Completion of eligible works extended to 30 June 2024.

The date for builders to complete eligible works under the Recovery and Resilience Grants Program has been extended by twelve months to 30 June 2024. This revised date allows more time for builders, suppliers and contractors to complete eligible works and submit supporting documentation.

When discussing proposed works with suppliers please ensure they have the capacity to schedule and complete all works and submit all supporting documentation and invoices by 30 June 2024.

Please note that quotations are not required in the initial application.

If you are a primary producer whose assets or business has been affected by Cyclone Seroja seeking relief measures, there is still time to submit your application.

Assistance measures include reimbursement grants for professional advice, freight subsidy, fencing (for livestock producers only) and expression of Interest for interest subsidy on a new loan to recover.

Cultural and Heritage Asset Clean-up and Repair Grant

The Cultural and Heritage Asset Clean-up and Repair Grant, is available to eligible owners and operators to assist with costs to clean-up and restore significant cultural and heritage sites. The grant can reimburse up to $20,000 of the cost of work undertaken.

Community Recovery Officers at your local Recovery Hub are able to walk you through the application process and answer any questions you may have or contact the Department of Planning, Lands and Heritage.

Primary Producer Recovery Grant

Primary producers whose properties sustained damaged from Cyclone Seroja may be eligible for a grant of up to $25,000.

The grants are available to reimburse clean-up costs, such as the removal and disposal of debris, damaged infrastructure and equipment, deceased livestock; salvaging crops; and repairing damaged infrastructure and equipment.

Community Recovery Officers at your local Recovery Hub are able to walk you through the application process and answer any questions you may have or contact the Department of Primary Industries and Regional Development.

Recovery Grant

Are you a homeowner who incurred clean-up or repair work costs because your insurance policy did not cover the total amount?

You may be eligible for a reimbursement of some or all of the gap amount up to $20,000.

Evidence including documentation from your insurer is required and any building works involved in the application must be undertaken by a registered builder or registered business.

Call, email, or pop in for a chat with your community recovery officer to ask any questions you have and learn what support is available to you and your neighbours.

Small Business Recovery Grant

If you are a small business owner whose property sustained damaged from Cyclone Seroja read about a reimbursement grant available to you. The Small Business Recovery Grant, of up to $25,000, is available to eligible small businesses to assist with the clean-up of cyclone related debris.

While these grants are reimbursement grants, small businesses that do not have the money upfront to spend on clean up or replacement items, are able to apply for up to $15,000 to cover these costs by providing quotes.

Community Recovery Officers at your local Recovery Hub are able to walk you through the application process and answer any questions you may have or contact the Small Business Development Corporation.

Resilience Grant

Building better will provide communities greater resilience against future cyclones.

While some insurance policies will not cover building works that improve the resilience of residential properties, you may be able to have some of that extra cost reimbursed through a Resilience Grant up to $20,000.

A number of building works are covered by this grant including the installation of roof structure tie-down upgrades or window protections including cyclone shutters or debris screens. The replacement of garage doors and frames with wind rated garage doors and the replacement of external hollow core doors with solid external grade doors can also be reimbursed.

Work must be undertaken by a registered business for the insured homeowner to be eligible for a reimbursement. Call, email, or pop in for a chat with your community recovery officer to ask any questions you have and learn what support is available to you and your neighbours.

If you are a primary producer whose assets or business have been affected by the Kimberley flooding, there is assistance available to your business (subject to eligibility criteria). Assistance measures include reimbursement grants for professional advice, freight subsidy, and fencing (for livestock producers only), and an interest subsidy on a new loan taken out to fund recovery costs.

If you are a small business proprietor whose assets or premises have been directly impacted by Ex TC Ellie, you may be eligible to receive a four per cent interest rate subsidy on new loans taken out for the purposes of repairing damaged assets or business carry on costs.

Rent Relief for Pastoralists

Pastoralists in the Kimberley can now apply for rent relief. On the recommendation of the Pastoral Lands Board (PLB) the Minister for Lands may allow a payment of rent for a pastoral lease to be delayed for a specified period or reduced or waived entirely where the lease has been adversely affected by drought, fire, cyclone, flood, or other disaster (section 128 of the Land Administration Act 1997). Each pastoral lessee has to make an individual application to the PLB.

Pastoralists are asked to send an email to plb@plb.wa.gov.au

If you are a business or transport operator freighting goods to or from the Kimberley, you may be eligible for a freight assistance grant. Assistance rates, eligibility and application process are available in the Guidelines, as well as some information via our FAQs.

The Freight Assistance Program is jointly funded through the Commonwealth-State Disaster Recovery Funding Arrangements.

Employers, apprentices and trainees working to rebuild Kimberley communities hit hard by flooding can now apply for the State Government’s Construction Training Fund (CTF) Disaster Recovery Grant.

Lord Mayor’s Distress Relief Fund - Kimberley Floods Appeal

The first round of the Lord Mayor Distress Relief Fund (LMDRF) distributions for the Kimberley Floods Appeal will be allocated to non-government owned properties.

This program assists communities and local governments affected by the floods to clean up public spaces, recreational assets, residences and businesses.

What you can do after an emergency?

Experiencing an emergency can be traumatic and exhausting; it’s normal to feel unsettled for a while. Returning to normal life may feel far off, but there are a number of things you can do and people you can turn to for help.

  • Seek support from family and friends, you don’t need to go through this alone.
  • Contact your insurance company, they may be able to help you with crisis accommodation, food and incidentals.
  • If you need to chat or you’re struggling, Lifeline provide crisis support calls on 13 11 14. You can reach them 24/7 or visit the Lifeline website for resources.
  • Look out for organisations such as the Australian Red Cross who may be offering community support and assistance.
  • Before cleaning up after a flood, storm, fire or other emergency, protect yourself and check for hazards.

Department of Fire and Emergency Services (DFES)

DFES coordinates services for a range of natural disasters and emergency incidents threatening people and properties.

Your local government

In emergency situations your local Council provides advice to residents and businesses, including support available from other government agencies.

The Department of Health

The Department of Health connect the public to health services and information including safety and first aid, emergency contacts and health related news.

Australian Red Cross

Red Cross volunteers support communities recovering from disasters. They assist with getting help, looking after yourself and coping after a crisis.

Lifeline

Lifeline are on call to provide emotional and psychological support to those who are impacted my emergency situations.

Your insurer

Contact your insurer to report loss or damage to your property and belongings. Also, check that your insurance contract covers cleaning or repair contractors.

What to look out for after an emergency

Household cleanup

After a flood or storm, small things may be more challenging, such as disposing of waste, reviving spoiled furniture and belongings and dealing with dirt, mould and mildew.
